During the periodic evaluation in 2022, the quality of science and art produced by public universities and public research institutions was assessed. The departments for which applications for the periodic evaluation were submitted are either one of these organizations as a whole (a specific HEI or PRI) or a part of it (a faculty in the case of an HEI, and an organizational unit in the case of a PRI).

In accordance with Article 2(d) of Directive No. 36/2022 on the periodic evaluation of research, development, artistic, and other creative activities, a research team is defined as a minimum of five full-time employees whose work includes scientific, research, or other creative activities, with substantive outputs in one of the 28 research areas evaluated. The collaboration of these staff members or their affiliation to a single department is not required to be mentioned in the application for evaluation. Thus, a team could be based in a faculty, department, or institute, but it may also consist of members from various organizational parts of the institution applying for periodic evaluation. Staff may, therefore, be based in several faculties, departments, or institutes within the institution, as long as they share a common content framework and fall within one of the scientific areas being evaluated.

Public universities (HEIs) and public research institutions (PRIs) were free to decide how to assemble the research teams to be evaluated. Each institution (HEI or PRI) could either submit a single application for evaluation in each of the research areas for the whole institution or have one or more of its components submit an application for evaluation in an identical scientific field, each component for itself. However, it was not possible for the institution as a whole, nor for one or more of its components, to submit an application for evaluation in the same area at the same time.
